Nationals of certain nations require a visa to come to the UK for any purpose. A visa is required in addition to any other clearance such as a work permit.

It is now necessary for nationals from non visa countries who come to the UK, other than as a visitor or a work permit holder or student for 6 months or less, to obtain an entry clearance from a British consulate before traveling.
